UAE Pursues Global Tech Superpower Status with AI Investment

The acquisition of a significant $1.5bn stake in the commercial AI entity, Group 42 (G42) by Microsoft, marks a milestone in Emirati-American tech relations. Omar Sultan Al Olama, the UAE’s AI minister, touted the collaboration, highlighting its potential for setting new precedents in technological innovation. The decision to pivot away from other international AI systems in favor of American technology indicates a conscious alignment with the sector’s dominant forces.

Embodied by its AI ambitions is the UAE’s drive to revolutionize its economic landscape. With a sovereign wealth amassing approximately $2tn, the Gulf state has the capital clout to make a significant impact. Abu Dhabi has taken the lead by establishing MGX, an investment magnet geared to fuel AI endeavors, steered by no less than the national security adviser, Sheikh Tahnoon bin Zayed al-Nahyan.

Amidst tightening US-export controls on AI chips to the Middle East, including those to the UAE, the country has amassed enough components to sustain its ambitious AI projects for two years. The UAE’s receptiveness to this advanced technology is notable, especially when considering concerns such as those voiced by Stanford University’s Marietje Schaake, regarding the potential human rights implications amidst such rapid tech growth.

Nevertheless, the UAE swiftly implements AI across various sectors, realizing tangible benefits. For instance, Abu Dhabi’s national oil company reaped a substantial $500mn in cost savings last year through AI-enhanced efficiency and increased production capacity. The competitive landscape for AI is indeed challenging, with the United States and China vying for technological supremacy. Yet, the UAE holds an enviable ace—unprecedented access to capital—an allure that has already attracted industry giants from Nvidia’s Jensen Huang to OpenAI’s Sam Altman.

At the nexus of this prowess lies Abu Dhabi’s Advanced Technology Research Council (ATRC), which recently unveiled the Falcon 2 large language model, receiving accolades for competing favorably with counterparts developed by Meta and Google. ATRC’s offshoot, AI71, is another testament to the nation’s determination to leverage AI, utilizing governmental data in healthcare and judicial sectors to refine AI applications.

Further enriching the UAE’s AI ecosystem is the Mohamed bin Zayed University of Artificial Intelligence, a global pioneer, dedicated to cultivating AI expertise, ensuring a consistent talent pipeline within the UAE. With a sizable international presence within its student body, the institution attests to the UAE’s global outlook on AI education.

Dubai, the UAE’s futuristic poster child, has its gaze set on employing AI technologies across different clusters, including finance. Here lies a master plan to bolster data center capabilities, essential for the cloud computations required for blossoming AI systems.
