According to a draft viewed by sources, the agreement is set to encourage proactive measures, including the labeling of suspect AI content and the education of the public on the potential threats posed by these technologies.
A representative from Microsoft, David Cuddy, highlighted the timeliness and importance of this initiative, stating, “In a critical year for global elections, technology companies are working on an accord to combat the deceptive use of AI targeted at voters. We are jointly progressing towards this shared goal and aim to reveal the specifics at the Munich Security Conference on Friday.”

Responding to the pressure from regulators, the academic AI community, and political advocates, these tech firms have initiated steps to self-regulate, albeit with their own individual preferences regarding AI-generated content policies. For instance, TikTok prohibits the dissemination of fake AI content of public figures for political endorsements. Meta, overseeing Facebook and Instagram, stipulates that political advertisers clarify any use of AI in ads on its platforms. Moreover, YouTube enforces a policy requiring creators to flag any realistic-looking AI-generated content.
Despite individual efforts, establishing a broad framework for tagging and monitoring AI content across social media remains a challenge. Google has demonstrated watermarking technology but has not mandated its use, while Adobe has sought to steer the development of authenticity standards, although its stock photography site recently confronted issues with misattributed images of the conflict in Gaza.
